Villarcayo is a small town, so your best bet is to stay in the town centre, where you'll be within easy walking distance of the local markets and main streets. Town Centre puts you right where you need to be, with bars and restaurants close at hand after a morning of browsing.

Street markets in Villarcayo
The Villarcayo Weekly Market is the larger of the two, setting up every Monday morning on Calle Sigifredo Albajara with around 25 stalls. It is an outdoor, cash-friendly market running from 10:00 to 14:00, with stalls focused on clothing, footwear, and handicrafts. The market is wheelchair accessible and pet friendly, drawing shoppers from the surrounding Merindades villages.
The Villarcayo Econatur Fair runs weekly and takes a different focus entirely, specialising in organic produce, fresh fruit, fresh vegetables, prepared foods, and handicrafts. Stall numbers are not fixed, but the fair is a good reason to visit if you are after locally grown or artisan food products. It is one of the few eco-oriented markets in the province.
